We'll start the meeting covering monthly business of the IEEE MOVE Radio Club before hearing our speaker, Frank Torres-Troche, WP4QNQ.
Winlink Express, intermediate and advanced topics: This Winlink Express seminar focuses on practical RF operations using packet, VARA FM, and VARA HF. Participants learn how to configure Winlink Express for soundcard and TNC-based connections, select appropriate frequencies and gateways, and apply best practices for efficient over-the-air message handling. The course also covers Winlink Peer-to-Peer (P2P) operation, demonstrating how to establish direct station-to-station connections over VHF or HF without relying on CMS infrastructure, enabling fully off-grid messaging capability.
Please note on April 20 at 8pm EDT, Frank had given an introduction to Winlink Express. IEEE MOVE's trucks have Winlink capabilities, and the IEEE MOVE Radio Club requests its members to check these capabilities and practice by sending a message to IEEE MOVE prior to noon the day of the monthly club meeting.

Frank Torres-Troche
Biography:
Frank Torres-Troche, WP4QNQ, is a Software Engineer with over 25 years of experience in the technology sector. He earned a Bachelor’s degree in Computer Engineering from the University of Puerto Rico, where he was an active member of the IEEE Student Chapter from 1995 to 1997. He also holds a Master’s degree in Computer Science, with a minor in Software Engineering, from the Illinois Institute of Technology in Chicago.
Licensed as an Amateur Extra Class operator, Frank is deeply involved in digital amateur radio operations and infrastructure. He previously served as ARRL Emergency Coordinator for the Mayagüez county, supporting EmComm readiness and interoperability. He is an active member of the Puerto Rico Digital Operator Group Services (KP4DOG), the island’s largest packet radio network, where he serves as SysOp of the KP4DOG-12 node. The node provides packet infrastructure services including Winlink RMS access, APRS digipeating and iGate functions, BBS messaging, and real-time chat, contributing to resilient digital communications across Puerto Rico.
