The Rowe Energy Control Center (RECC) houses Minnesota Power’s Real-time Balancing Authority Area, Transmission & Distribution operating functions and is staffed by NERC-certified operators 24/7, 365 days a year. The RECC is the primary Control Center for operation of the MP Bulk Electric System (BES) and houses many critical systems and functions within the facility. The RECC was constructed to survive severe weather threats, minimize exposure to electronic interference, and operate independently during blackout conditions.
