Paul Parkinson is Co-Founder of ExecLevel AI (www.execlevelai.eu), a compliance and governance platform designed for the C-suite, focused on the intersection of AI governance and the EU AI Act. He has conducted several EU AI Act compliance audits in practice. Previously, Paul was a Visiting Senior Fellow at Lincoln University Business School and spent many years as a Senior Business Consultant at IBM, working across the United States, Europe, and Asia. This combination of enterprise consulting experience and hands-on compliance expertise makes his perspective particularly valuable to researchers, engineers, and industry practitioners alike.

 

Abstract: Robotics, autonomous systems, and healthcare AI fall squarely within the EU AI Act’s highest-risk categories — and the timeline for those obligations has just shifted. Under the recently adopted Digital Omnibus, the high-risk requirements for these systems have been deferred, and for AI embedded in machinery the requirements are being routed through the Machinery Regulation rather than applied directly. Developers gain more runway, but not less responsibility. The harder question has simply moved to the front: when an autonomous system fails, accountability rests with a human, not the algorithm — so where exactly does that responsibility sit? 

In this lecture, Paul examines the accountability architecture the Act demands and why it matters most for robotics and autonomous systems. He will show how conformity assessment and a defensible governance record turn “we acted responsibly” from a statement of intent into something an organisation can actually prove — and what teams building these technologies can put in place now, well ahead of the revised deadlines.
